01 - What is the difference between a lead inspection and a risk assessment?

A lead inspection identifies the presence and location of lead-based paint in a structure. It tells you where lead exists, but not necessarily the level of risk it poses.

A risk assessment goes further, it evaluates the source, severity, and actual health risk of lead exposure based on the condition of the lead-containing materials, dust sampling, soil sampling, and the property’s occupant profile. A risk assessment results in a corrective action plan tailored to the specific hazard conditions found.

For most situations, especially for landlords managing rental properties or HUD-funded housing — a risk assessment is the more useful starting point.

Remediation reduces exposure to a safe and compliant level using approved techniques — this may include encapsulation (covering the hazardous material with a protective barrier), enclosure, or controlled removal. It does not always mean full removal.

Abatement is the complete, permanent removal of the hazardous material from the structure. It is the more thorough — and typically more costly — approach, and is often required by a government order, HUD requirement, or when encapsulation is not viable.
