Business Policy

Service Agreements

Terms governing the scope, authorization, and delivery of all contracted work.

01 - Written Authorization Required

Required

All services provided by The Lead Xperts LLC require a signed written agreement or work order prior to commencement. No work will begin on verbal instructions alone. This protects both the client and our team by defining the scope, timeline, and responsibilities clearly.

  • Scope of work must be documented and agreed upon in writing before mobilization
  • Change orders for work beyond original scope must be signed before additional work proceeds
  • Government contracts follow procurement regulations; all required documentation will be provided
  • Emergency response work may begin under verbal authorization but must be followed by written confirmation within 24 hours

Standard

The agreed scope of work defines all tasks, materials, and deliverables. Any deviation — expansion, reduction, or modification — constitutes a change to the contract and requires a written change order.

  • Change orders will include revised pricing, timeline impacts, and updated scope descriptions
  • Work will not proceed on out-of-scope items until the change order is approved and signed
  • Unforeseen conditions discovered during work (e.g., concealed lead paint, additional mold spread) will be communicated immediately with options presented

Note: Clients will never be billed for work not agreed upon in writing. Transparency on scope changes is our standard practice.

Regulatory

Yes. We work with homeowners, landlords, tenants, property management companies, commercial building owners, real estate developers, educational institutions, healthcare facilities, and government agencies. Our team is experienced in meeting the different compliance, documentation, and scheduling requirements that each sector requires.

Payment & Billing

Payment terms, invoicing schedules, and accepted methods for all service types.

01 - Payment Terms by Client Type

Standard

Residential Clients

50% deposit at contract signing. Remaining balance due upon project completion and client walk-through approval.

Commercial Clients

Net-30 invoicing terms. Milestone billing available for projects exceeding 30 days.

Government Contracts

Billing follows contract-specified terms. Invoices submitted through designated procurement portals (SAM, WAWF, or agency-specific).

Emergency Services

Payment arrangements discussed prior to mobilization. Insurance claim coordination available.

Standard

  • Business check or certified check payable to “The Lead Xperts LLC”
  • ACH / bank transfer (account details provided on invoice)
  • Credit card (Visa, Mastercard, Amex) — a 3% processing fee applies
  • Government purchase orders and EFT payments accepted

Late Payments: Invoices unpaid beyond agreed terms are subject to a 1.5% monthly finance charge. Disputed invoices must be communicated in writing within 10 days of receipt.

Standard

For restoration and remediation projects covered by property insurance, The Lead Xperts LLC will work with your insurance adjuster to document damage and scope. Clients remain responsible for any amounts not covered by their insurer.

  • We provide detailed documentation, photographs, and itemized reports for insurance claims
  • Direct billing to insurance carriers is available on a case-by-case basis
  • Client co-pays or deductibles are due at project completion

Scheduling & Site Access

Requirements for property access, occupant notification, and work scheduling.

01 - Site Access Requirements

Required

Clients are responsible for ensuring The Lead Xperts LLC crew has clear, unobstructed access to all work areas on the agreed start date and time. Delays caused by access issues may result in rescheduling fees.

  • All rooms or areas in scope must be accessible and cleared of personal items prior to crew arrival
  • Pets must be removed from work areas for the duration of all environmental work
  • Utilities (water, electricity) must be functional unless otherwise discussed
  • A responsible adult (18+) or authorized representative must be reachable during all work periods

Note: Clients will never be billed for work not agreed upon in writing. Transparency on scope changes is our standard practice.

Scheduling & Site Access

Requirements for property access, occupant notification, and work scheduling.

01 - Cancellation & Rescheduling

Standard

Remediation reduces exposure to a safe and compliant level using approved techniques — this may include encapsulation (covering the hazardous material with a protective barrier), enclosure, or controlled removal. It does not always mean full removal.

Abatement is the complete, permanent removal of the hazardous material from the structure. It is the more thorough — and typically more costly — approach, and is often required by a government order, HUD requirement, or when encapsulation is not viable.

Our inspectors will recommend the most appropriate approach for your property after the initial assessment.

More than 72 hours notice

No cancellation fee. Deposit refunded or applied to rescheduled date.

48–72 hours notice

25% of project total may be retained to cover crew scheduling and material costs.

Less than 48 hours notice

Up to 50% of project total retained. Documented emergencies reviewed on a case-by-case basis.

Day-of cancellation / No-show

Full mobilization fee charged. Work rescheduling requires a new deposit.

Our side: If The Lead Xperts LLC must reschedule due to crew or equipment issues, we provide a minimum 24-hour notice and no fees are charged to the client. Emergency rescheduling by us entitles the client to priority rebooking.

Warranty & Liability

Workmanship guarantees, insurance coverage, and limitation of liability terms.

01 - Workmanship Warranty

Standard

Lead Abatement

30-day workmanship warranty on all abatement methods and encapsulation work performed by our crew.

Mold Remediation

60-day warranty — if mold returns in treated areas due to our remediation, we will retreat at no charge.

Restoration & Contracting

60-day warranty on labor. Manufacturer warranties apply to all materials and fixtures installed.

Janitorial Services

Satisfaction guarantee — if work does not meet agreed standards, we return within 48 hours to correct.

Warranty Exclusions: Warranties do not cover damage caused by subsequent water intrusion, structural failures, or conditions outside the scope of the original remediation work.

Required

The Lead Xperts LLC maintains comprehensive insurance coverage for all operations. Certificates of Insurance (COIs) are available upon request for any project, bid, or government contract.

  • General Liability Insurance — coverage for property damage and bodily injury
  • Workers’ Compensation — all employees covered per Maryland law
  • Professional Liability / E&O — errors and omissions coverage for consulting services
  • Pollution Liability — specific to environmental hazard work
  • Bonded — fidelity bond available for government and commercial clients

Additional Insured: Clients and property owners may be added as Additional Insured on our policy. Please request this at contract signing.

How client information is collected, stored, and protected.

01 - Information We Collect & Use

Standard

We collect only the information necessary to deliver services, respond to inquiries, and meet regulatory reporting requirements.

  • Contact information (name, address, phone, email) — for service coordination and invoicing
  • Property information — for scoping, inspection, and permit filing purposes
  • Project documentation — photos, test results, clearance reports — retained for warranty and regulatory purposes
  • Payment information — processed through secure channels; card data is never stored on our systems

We do not sell, rent, or share client information with third parties except as required to deliver services (e.g., regulatory filings, independent inspectors) or as required by law.

Regulatory

It depends on the type and scope of work. For lead abatement, mold remediation, and asbestos removal, occupants — especially children under 6 and pregnant women — are typically required to vacate the affected areas during the work and until clearance testing confirms it is safe to return. This is a regulatory requirement, not just a precaution.

For renovation, janitorial, and less intensive services, temporary displacement may not be necessary. We will advise you on the specific requirements for your project during the assessment phase.

Safety Protocols

OSHA-compliant safety standards applied to all job sites and operations.

01 - Personal Protective Equipment (PPE)

Regulatory

All Lead Xperts personnel working in hazardous environments are required to wear appropriate PPE as mandated by OSHA 29 CFR 1910 and 29 CFR 1926, and as specified in our site-specific safety plans.

  • Full-face respirators or half-face respirators with HEPA filters for lead and mold environments
  • Tyvek disposable coveralls — changed and disposed of properly before leaving containment
  • Nitrile or latex gloves — changed between work zones; double-gloved in high-concentration areas
  • Safety glasses, hard hats, and steel-toed boots required on all active renovation and contracting sites
  • Hearing protection in areas with sustained noise above 85 dB

No Unauthorized Entry: Non-crew personnel must not enter containment areas under any circumstances. Violation may compromise clearance testing and regulatory compliance.

All hazardous waste generated during abatement and remediation is handled, packaged, transported, and disposed of in accordance with EPA and Maryland Department of the Environment regulations.

  • Lead-containing debris double-bagged in 6-mil polyethylene bags and labeled per EPA standards
  • Mold-contaminated materials sealed and removed directly to disposal — not transported through clean areas
  • Waste manifests and disposal records maintained and available to clients and regulators
  • All disposal conducted at licensed and approved MDE facilities

Documentation: Clients may request copies of all waste disposal manifests for their records or permit submissions.

Regulatory

Certain services require advance notification to regulatory agencies. The Lead Xperts LLC handles all required filings on behalf of clients unless the client’s agreement specifies otherwise.

  • MDE notification required for lead abatement projects 10+ days in advance
  • EPA notification required for NESHAP-regulated asbestos renovation or demolition
  • Local building permits obtained where required for structural, renovation, or restoration work
  • Clients informed of all required notifications and provided copies of filed documents

Required

All lead abatement and mold remediation projects must pass independent clearance testing before occupants may return to affected areas. The Lead Xperts LLC coordinates clearance testing with MDE-certified independent inspectors.

  • Dust wipe clearance testing required after all lead abatement and RRP work
  • Air sampling clearance required after mold remediation projects
  • Clearance testing conducted by a third-party inspector independent of the abatement contractor
  • Clearance reports provided to client and submitted to MDE as required

Occupant Safety: No re-entry is permitted until a passing clearance report is issued. This is non-negotiable and required by Maryland law.

01 - 24/7 Emergency Mobilization

Emergency

The Lead Xperts LLC maintains emergency response capability 24 hours a day, 7 days a week for critical environmental and restoration situations. Call 443-824-6158 at any time for emergency dispatch.

  • Target response time: within 2–4 hours for active environmental hazards in the DMV area
  • Emergency verbal authorization accepted with written follow-up within 24 hours
  • Emergency pricing disclosed prior to mobilization — no surprise fees
  • Coordination with emergency services, property managers, and insurance adjusters available

What qualifies as an emergency: Active water intrusion, sewage backup, fire damage, discovery of disturbed lead-containing materials, significant mold growth in HVAC systems, or any situation posing immediate risk to building occupants.

Regulatory

Any workplace incident, near-miss, or on-site injury must be reported immediately to The Lead Xperts LLC project supervisor. All incidents are documented and investigated per OSHA requirements.

  • Crew members required to report all incidents regardless of severity
  • OSHA Form 300 log maintained; 300A posted annually as required
  • Serious injuries reported to OSHA within 24 hours per 29 CFR 1904
  • Clients notified of any incidents occurring on their property
